Also, in that shallow water, assuming the water is mostly still, you could be observing algae, silt, or it could be a thermocline.

Here is my understanding - The thermocline: water above is warmer which tends to carry less oxygen, while the water below is cooler and typically depleted of oxygen. Bass may hover around it to stay cool during the summer heat while finding enough oxygen just above it. Test out the theory.
