When looking for white birds are you specifically looking for birds that are feeding, or do you find the birds that are floating in groups?

I have seen both and struggle with trying to figure out if the floating group of birds means anything...

We eventually switched to a shad colored minnow on the drop shot which is what others were using successfully that day but still couldn't buy a bite...

Brian Latimer Lake Hartwell, beginning of December fishing over a cane pile. We were using a pumkin green straight worm on a drop shot about 18 feet deep.

Dropping down, several fish were interested in the bait. We would bounce a few times off the floor but could never get a fish to bite. Happened several times in several locations to the point we just put the live scope away because it was killing us knowing they were there and not biting the bait.

So frustrating. We rig a dropshot up and watch the fish check it out on live scope, just to turn and swim the other way. Any suggestions on how to entice them to lock on?
