Ok got it ! So the tube the steering piston went into and threaded onto . Is also a tube that can be removed . The nut that is pointed to with the yellow arrow can be taken off and then you press or tap the tube section (pointed to in green) out the other side .

The bracket in the way is over that tube and will come off once it’s pressed out . Then push or tap the tube back into place

You will need to support or lift up on the motor some to do this process and have the tube align correctly when you put it back together.

That’s what the video you saw it referenceing .

Hopefully this helps !

Daniel Page sorry so you did get the bracket off or was that just getting the steering cable out?

No worries man . There is a sleeve that goes through that bracket that holds it on

Look up outboard tilt tube replacement or removal on YouTube . The nut on the side screws off then you have to tap it out or press it.

The bracket circled in blue/black is what you want to remove right ??
